The Catalogue consists of three categories of encouragement, restriction and elimination, and those outside the above three categories and in line with relevant national laws, regulations and policies are permitted, and are not included in the Catalogue. The Catalogue will come into effect on February 1, 2024.

The encouraged category mainly refers to technologies, equipment and products that have an important role in promoting economic and social development.

Other preferential policies for encouraged investment projects shall be implemented in accordance with the relevant provisions of the State.

The restriction category is mainly backward process technology, does not meet the industry access conditions and relevant regulations, is not conducive to safe production, is not conducive to achieving the goal of carbon peak carbon neutrality, need to urge the transformation and prohibit the new production capacity, process technology, equipment and products.

The Catalogue highlights:

Investment in new projects that fall under the category of restriction shall be prohibited. Investment management departments shall not approve or approve, financial institutions shall not issue loans, natural resources, construction, ecological environment, water conservancy, market supervision, fire control, customs and other departments shall not go through the relevant procedures. Where investment and financing construction is carried out in violation of regulations, the relevant units and personnel shall be investigated for their responsibilities.

The elimination category is mainly the backward process technology, equipment and products that do not comply with relevant laws and regulations, seriously waste resources, pollute the environment, have serious hidden dangers in production safety, hinder the realization of carbon peak carbon neutrality, and need to be eliminated.

The Catalogue highlights:

Investment in obsolete projects shall be prohibited. Financial institutions should stop all forms of credit support and take measures to recover loans already issued; All regions, all departments and relevant enterprises should take effective measures to eliminate them within the prescribed time limit. During the phase-out period, the State price authority may increase the price of power supply. Production techniques, technologies, equipment and products that have been expressly phased out by the State shall not be imported, transferred, produced, sold, used or adopted. The local people's governments at various levels and relevant departments shall, in accordance with relevant laws and regulations of the State, order the enterprises that fail to phase out their production processes, technologies, equipment and products on schedule to stop production or shut them down, and take appropriate measures to resettle the personnel of the enterprises and protect the safety of credit assets of financial institutions.

Where the products are subject to production license administration, the relevant department shall revoke the production license according to law; The administrative department of environmental protection shall revoke its discharge permit; Power supply enterprises shall stop power supply according to law. Those who violate the regulations shall be investigated for the responsibilities of the directly responsible persons and relevant leaders according to law. 

As a basic and comprehensive industrial policy, the Catalogue involves many industries and covers a wide range of fields. Since its formulation and release, it has played an important role in strengthening and improving macro-control, guiding the flow of social resources, and promoting industrial structure adjustment and optimization and upgrading.
